Highscarp is a city on the Bay of Eltair in Ithilt, Rathain. It is a labyrinthine fortress of narrow cobbled streets with a massive breakwater against the foothills of the Skyshiel Mountains. Legend holds that the innermost citadel was carved by drake packs before First Age history.

Highscarp is built at the intersection of three trade roads between Eastwall, Minderl, and Jaelot. The road leading to Jaelot is known as the Eltair Road.

Highscarp is governed under Charter Law, subject to Rathain's crown justice. The Fellowship cannot intervene here without a direct request for help.

Ships of Merior

Third Age 5646: Captain Dhirken recruits a disreputable band of crewmen from Highscarp to support Arithon's plans for Werpoint.

Peril's Gate

Third Age 5670: Following Morriel's attack on Athera, Selidie Prime travels to Highscarp and demands the presence of the enchantresses working to capture Arithon. Elaira stays at the boardinghouse on Cod Street just after her meeting with Selidie. Later, when Davien and Elaira make a bargain, Selidie attempts to capture Davien from the sisterhouse here.

Initiate's Trial

Third Age 5923: From the Highscarp sisterhouse, Selidie Prime attempts to regain mastery over the Great Waystone by sacrificing lower ranked initiates. The Fellowship cannot directly intervene because Highscarp is town-governed within Charter Law.

Destiny's Conflict

Third Age 5925: Lirenda's first act as Prime Matriarch is to order a complete cataloguing of the library at the Highscarp sisterhouse.
